Dell steals your money on tradeins

I traded in my laptop when I purchased a new one. I was quoted $273 as my trade in value based on the criteria set by Dell - battery holds a charge, normal wear and tear, device boots up. All of these criteria were met. They held my trade in past the time I was promised my money and only sent me $75. They stated the battery was dead. Well that is obvious when you held the laptop for weeks without processing it. They also stated it was damaged in transit. I handed the laptop to a Fedex customer service agent who stated it was in excellent condition when they took it. When I spoke to someone in customer service who was researching this, he called back and left a message stating they would process the remainder of the tradein credit. I never received it. Dell will not provide me a ticket number to request followup on this. Everyone who has started to help me disappears after about 3 weeks of communication. This has been dragging on for a year and I want the money that I am owed for a device they have essentially stolen from me. I also reached out to the Better Business Bureau and Dell refused to cooperate. They kept throwing out different excuses and never fulfilled their obligation to pay me for an asset of mine.
