I filed my taxes back at the beginning…

I filed my taxes back at the beginning of February and owed money. By the end of February I had paid in full the money I owed and then got charged again on April 15th. I spoke to customer service and they told me that it would take 10 days for that 2nd payment to be processed and that I would be refunded the money of the 2nd charge. It has been almost a whole month and the 2nd charge is still pending and I have tried to get in contact with them and I either can't get a hold of person to speak with in the "correct" department or I get put on hold and after waiting 6 to 10 minutes in addition to waiting 30 mins for them to call me back, they drop the call.
