The most frustrating thing about outlook.com email is that you cannot effectively block spam, phishing, or any other form of malicious email. That is because of the incredibly primitive nature of their 'block' function. For example, if you get a phishing email from "jack@1a2a3a4a5a6a7" and you tag it as phishing, outlook.com will block "jack@1a2a3a4a5a6a7", but it WON'T block "bill@1a2a3a4a5a6a7". So, all the spammers have to do is change the name and continue sending you garbage. Outlook.com does not have any option to "block the entire domain" - just an individual sender at a domain. The spammers use millions of fake sender names, so they always get through. How stupid is that?
