New Service - DISASTER!

I have been on/off the phone with AT&T since noon today. They have disconnected me three times. I'm simply trying to set up a new LAND LINE service for my mother, who is a senior and disabled. She cannot use a cell phone. They keep trying to get me to buy a flip phone, add internet, or add direct tv. This is not a service that is available to do on their website. You have to call. I have explained, re-explained and explained again. I have had a call back that I've waited 40 minutes for and then when I'm transferred, I get disconnected. I have been on the phone now for 27 minutes, have spoken to two separate people and nobody seems to understand what I'm trying to do, which is really, really simple.
