Insurance refunds are a nightmare!

I have a small business on Etsy and I mailed a small glass bottle with liquid in it for 2 different orders. Both bottles arrived to my customers broken with the contents everywhere. I filled out the insurance papers to get a refund for my products and shipping costs. The first representative was very easy to deal with and I received a full refund. The second representative was a nightmare to deal with. I filled out the same insurance paperwork about 3 times with pictures then the first representative took over this case. I did not receive a refund on the second case. I will not be using fedex again for any shipping with my shop. Not Happy :(
