"The ICO's mission is to uphold information rights in the public interest, promoting openness by public bodies and data privacy for individuals" could not be further from the truth! The ICO is the most incompetent, biased, profoundly amoral organisation I have had the misfortune to deal with, second only to the Ministry of Justice/HMCTS. A case Manager who did not understand the meaning of "manipulate" with regard to the alteration of a judicial record to prevent access to information under a Subject Access Request, which according to a Case Manager is not a breach of the DPA! This is because according to a Senior ICO Manager "Instead we can only focus on the way the advice is s applied in practice and whether this complies with the DPA" How can the alteration of a judicial record to prevent a SAR comply with the DPA? The Information Commissioner states that "Personal data should be provided without undue delay and to have communicated to them in an intelligible form", but exonerates HMCTS for sending hundreds of totally blacked out pages in response to a SAR. A member of ICO staff lied on the telephone, on two separate occasions, to both my husband and I, informing us that the ICO does not issue Enforcement Orders on behalf of individuals-I then sent him 17 examples whereby they actually do, but usually when the party is represented by a solicitor! Then of course they refer you to the JCIO, who refer you to JACO, who in turn refer you back to the ICO, who now refer you to PHSO, or to go to Court. When will any of these Regulatory bodies actually do the job they are paid for? 5 years of obfuscation. Disgusting,inept, time wasting body who are only interested in FINES.Not even worth one star.
